It seems the theory was started by Twitter user @Swank0cean, who made the claim that whatever song was number one on your 14th birthday has special meaning. It has since notched up over 5,000 comments and over 3,000 likes.

Swank0cean tweeted "I’ve just read that apparently the song that was number 1 on your 14th birthday defines your life." It's not clear exactly where the poster read the theory originally, but it probably doesn't matter. It sound legit.
